Crowded places - vulnerable targets

Terrorist attacks on crowded places such as shopping centres, sports arenas, bars or night clubs and other visitor attractions are highly possible at some point in the future. These are the types of targets that terrorists view as having limited security measures in place, where an attack would have maximum impact in terms of inflicting heavy casualties and creating fear.  This increasing threat has been highlighted recently via advice issued by HM Government’s National Counter Terrorism Security Office (NaCTSO).

Protecting staff and visitors is now an urgent priority for owners, operators and managers of venues where people gather together in numbers.  A key issue is to ensure that adequate protection against attack by vehicle borne improvised explosive device (VBIED) is provided, an increasing threat that is specifically highlighted in the current National Security Strategy. Robust perimeter and stand-off protection measures to restrict vehicle access, and mitigate the effects of any explosive blast, therefore need to be put in place.
